FlexDash Data Governance Policy

1. Purpose

This document sets out the data governance framework for the ADE Flexibility Dashboard project. It ensures that commercially sensitive data from contributing organisations is protected while enabling meaningful aggregate statistics to be published.

2. Scope

This policy applies to:

3.1 Competition Law Compliance

The disclosure of individual company data could facilitate anti-competitive behaviour. This governance framework ensures:

3.2 GDPR Considerations

While this project primarily handles organisational (not personal) data, any personal data encountered will be:

4. Data Classification

4.1 Confidential (RAW)

4.2 Internal (PROCESSED)

4.3 Public (ANONYMISED)

5. Statistical Disclosure Control

5.1 k-Anonymity Threshold

Minimum contributors per cell: k = 3

Any published statistic must aggregate data from at least 3 distinct contributors. This prevents:

5.2 Dominance Rule

A cell is suppressed if the top 2 contributors account for more than 85% of the total value. This prevents identification of dominant market participants.

5.3 Rounding

All published values are rounded to reduce precision:

5.4 Range Estimates

When a cell has fewer than 3 contributors (k < 3), instead of publishing exact values, we publish range estimates using predefined buckets:

Bucket Range
<10 MW 0 - 10 MW
10-50 MW 10 - 50 MW
50-100 MW 50 - 100 MW
100-250 MW 100 - 250 MW
250-500 MW 250 - 500 MW
0.5-1 GW 500 - 1,000 MW
1-2.5 GW 1,000 - 2,500 MW
2.5-5 GW 2,500 - 5,000 MW
5-10 GW 5,000 - 10,000 MW
>10 GW 10,000+ MW

This approach:

5.5 Suppression Strategy

When a cell fails disclosure checks:

  1. Primary action: Publish range estimate (see 5.4)
  2. Secondary action: If range would still reveal information, suppress entirely (show as “-“)
  3. Tertiary action: If suppression creates inference risk, aggregate to higher level

6. Anonymisation Pipeline
